TEMPORARY HIKES FOR 30 YEARS

Road taxes: Pork-barrel or necessity?

The government submitted a tax reform bill to the Diet Jan. 23 that includes a clause to continue the provisional higher rates imposed on auto-related levies for another 10 years, drawing opposition from the Democratic Party of Japan, which wants the higher rates that have been in place for more than 30 years abolished.

The DPJ's proposal would result in lower pump prices, but many local governments fear the loss of road-related tax revenues would deal a heavy blow to their coffers.

Here are questions and answers about road-related tax revenues and the provisional tax rates that have become the hottest bone of contention in the current Diet session:

What are road-designated tax revenues and what are they used for?

Drivers and car owners pay several kinds of taxes earmarked for building and repairing roads. These include the gasoline tax, diesel collection tax, liquefied petroleum gas tax, auto acquisition tax and tonnage tax.

Known as road-designated tax revenues, they are major sources of income for both the central and local governments.

The gasoline tax, which goes to both the central and local government coffers, comes to ¥53.8 per liter.

In fiscal 2007, which ends on March 31, ¥5.61 trillion had been allocated for the road-related budget.

The Land, Infrastructure, Transport and Tourism Ministry claims road-related tax revenues are spent to improve the nation's social infrastructure. Such usage includes planting greenery along main thoroughfares, burying power lines, removing snow and building bridges, in addition to constructing bypasses to reduce traffic jams and repairing sidewalks.

When were road-designated tax revenues established and why?

The petroleum tax was first designated road-related revenue in 1954 to secure funds to develop the poor road network as the nation struggled to rebuild after the war.

Kakuei Tanaka, who later became prime minister, came up with the idea when he was still a rank-and-file Liberal Democratic Party lawmaker.

In those days, cars were still extremely expensive, and collecting tax from wealthy car owners who could afford to pay was widely considered a clever way to amass a road construction budget.

The extra tax rates on gasoline and other car-related taxes, except the LPG tax, were introduced in 1974 as a temporary measure to promote further projects for road construction and repairs.

The rates have been increased up to 2.5 times over the fixed core rate. The temporary rates are reviewed every five years but have remained in place since their introduction. The current rates expire March 31.

What are the political parties' positions regarding the special tax rates?

The LDP-New Komeito ruling bloc has submitted a bill that includes extension of the provisional rates for another 10 years, claiming many local governments are still in need of new roads or infrastructure improvements.

The ruling bloc argues that without the higher rates, road construction would be suspended in many parts of the nation where the road network is still insufficient.

If the provisional tax rates are eliminated, the central and local governments would lose a combined ¥1.6 trillion in resources, according to a government estimate.

The DPJ meanwhile wants the provisional rates abolished and have road-related taxes used for purposes other than road construction, so that local governments could spend the funds according to their needs.

Abolishing the provisional rates would slash gasoline prices by ¥25 a liter.

The DPJ says local governments could survive the revenue loss by revoking the expenses they are partly shouldering on projects carried out on instructions from the central government.

The largest opposition force also says there is still room to cut road construction costs as well.

The ruling coalition argues that road-related tax revenues can be used to fight global warming. But the DPJ says the government needs to revise the law or create a new law if it wants to use tax revenues for environmental purposes.

To ensure the provisional rates remain beyond their expiration, the LDP submitted a stopgap bill to the Lower House on Tuesday that would keep auto-related tax rates unchanged for a few months.

Why did the temporary provisional rates last more than 30 years and now become a major issue?

What was initially designed as a temporary rate has not been abolished for three decades because the construction industry has been a strong vote-gathering machine for the LDP, which has been in power for decades, says Yasuhiro Tase, a political science professor at Waseda University in Tokyo.

In 1993, when Prime Minister Morihiro Hosokawa formed a brief non-LDP coalition administration, the rates were not up for debate because they were in the middle of an extension period, Tase said.

Whenever a national election takes place, LDP lawmakers rely on their local-level assembly members to promote their campaigns.

Many of those assembly members have strong ties with local general contractors.

They expect lawmakers to get the central government to steer as many public works projects as possible their way.

Thus, road-tax revenues have been a key political tool for LDP politicians soliciting votes in their electoral districts.

Even if road projects were not actually necessary, it was a win-win situation for politicians and local businesses. Road construction would benefit local-level contractors who in return would vote for LDP lawmakers, Tase said.

"For the LDP conservatives, politics is about roads, and an election is also about roads," he said.

"It is a fundamental basis of Japanese politics and a necessary evil."

Since the DPJ-led opposition camp seized a majority in the Upper House last July, the provisional rates have become a point of hot debate, Tase said.

In addition to local governments losing revenues, what impact would abolishing the rates have on the public?

Several opinion polls show that a majority of voters would welcome lower gas prices at a time when oil prices are soaring.

However, Tase noted that although the current provisional rates expire March 31, it will be difficult for gas stations to cut gasoline prices because the gasoline tax is incorporated into the price when gas is shipped from oil distributors.

Tase speculates that gas stations might have to risk profits to satisfy customers who expect lower pump prices.

　「世界一料金が高い」と言われてきた日本の高速道路。しかし、政権公約に「無料化」を掲げた民主党政権が誕生したことで、来年度から、一部の高速道路で実験的に無料化が始まる見通しとなった。高速道路無料化の是非を探った。

　◆ＥＴＣ割引◆

　先月１７日の土曜日。関越道下り線・高坂サービスエリア（埼玉県東松山市）は、午前８時を過ぎると駐車場の約８割が車で埋まった。

　今年３月、ＥＴＣ（自動料金収受システム）の装着車を対象に地方区間で土日、祝日の利用料を１０００円にする割引制度が始まったが、サービスエリアの職員は「以前は土曜の朝と日曜の夕方だけだったが、今は週末、祝日は終日、混雑するようになった」と話す。

　群馬県に家族旅行に行く途中という神奈川県藤沢市の男性会社員（４２）は「日本の高速は高すぎる。ＥＴＣ割引は家計も助かるし、無料化になれば、なおありがたい」と話した。

　◆世界一◆

　日本の高速料金は世界でも突出している。

　米国や英国は原則無料。ドイツも原則無料だが、トラックなど一部車種だけ有料。イタリアは平地部と山地部で料金を変えているが１キロ当たり７～８円台。フランスも１０円に満たない。

　ところが、日本は全国一律で、１５０円の料金所利用料に１キロ当たり原則２４・６円を加算する。海外が高速道路を税金で建設しているのに対し、日本は利用者の利用料でまかない、収益性の高い路線の収入を他の路線の建設費に回す「プール制」をとっているためだ。

　◆影響◆

　高速道路無料化の影響は様々だ。

　国土交通省は、〈１〉走行時間の短縮〈２〉走行経費の減少〈３〉交通事故の減少――の３要素を金額に換算し、無料化による経済効果を、年間２・７兆円と試算する。

　一方、乗客を奪われる公共交通機関の危機感は強い。ＪＲ各社は先月３０日、「無料化されれば年間約７５０億円の減収になり、廃止される路線も出てくる」として、前原国交相に無料化見送りを求めた。

　フェリー業界でも、ＥＴＣ割引の導入後、瀬戸内海の５航路が休止や廃止に追い込まれた。

　バス業界では、国内大手の西日本鉄道（福岡）が９月、３１路線の計約１４０便を減便。同社は「高速バスの収入を赤字路線の維持に回しており、無料化で収入が落ち込めば一般路線が維持できなくなる」と話す。

　◆実験◆

　国交省は来年度予算の概算要求に、無料化に向けた社会実験費用として６０００億円を計上。特定区間を定めて無料化する方針を示している。

　だが、西日本高速道路の石田孝会長は「無料化するなら、公平の原則から全国一律で実行してほしい」と表明。別の高速道路会社幹部も「一斉に無料化し、渋滞する区間だけ有料にする考え方もある」と話した。

　根本敏則・一橋大教授（交通経済学）は「無料化のための税金投入は既存の公共交通とのバランスを著しく損なう上、高速を使わない人にも負担を強いるという点で不公平感が強い。全国一律の無料化には反対」と話している。（吉田尚大、譜久村真樹）

Thirteen million drivers will pay higher road taxes from next year, new official figures show

More than half of Britain's 26.6 million drivers will receive higher bills with owners of many popular family saloons seeing their bills double.

The latest figures apparently contradict assurances given by Gordon Brown, Alistair Darling and other ministers that the majority of drivers will be "better off or no worse off" following the controversial changes to reform vehicle excise duty (VED).

The statistics were slipped out by the Treasury in answers to Parliamentary questions as MPs left for their 11-week summer break sparking allegations that the Government was trying to hide bad news.

The Conservatives accused ministers of misleading the public over the impact of the proposed changes.

Justine Greening, the shadow Treasury minister, said: "The Treasury have now been exposed for deliberately covering up the truth of their road tax hike - that the majority of motorists will be hit paying more road tax next year.

"These rises are retrospective for many drivers and will have virtually no impact on emissions. Gordon Brown is clobbering hard pressed families for more road tax when they can least afford it. When will Mr Brown ever give families a break?"

The figures reveal that 5.687 million people who own cars bought before 2001 will see their road tax increase by £15 to £200. The rise applies to anyone with an older vehicle with an engine above 1,550 cc.

For cars bought after 2001, the current system of seven levels of VED will be replaced with a new system of thirteen different bands. The bands are based on a vehicle's carbon dioxide emissions.

More than 7.93 million owners of newer cars will also pay more. The biggest increases will be for people who bought cars between 2001 and 2006 who could see their tax increase from £210 or less to more than £400 by 2010.

The figures reveal that 3.964 million people will pay the same road tax next year and just over nine million drivers with greener vehicles will receive reduced bills.

The Prime Minister and Chancellor are now under intense pressure from Labour MPs to water down the proposed changes.

The Telegraph has also been campaigning for the Government to abandon the plans.

More than 50 Labour MPs are threatening to vote against the plans and Mr Brown, who was damaged by the row over the abolition of the 10p income tax band, is understood to have privately indicated that he is prepared to back down on some of the changes.

Mr Brown is thought to believe that although the general thrust of the tax changes to reward greener cars is correct some of the detail of the proposals could be renegotiated. The Government has already agreed to postpone a two pence rise in fuel duty which was due to be introduced in the autumn.

Matthew Elliott, Chief Executive of the TaxPayers' Alliance, said: "From the outset this has been a cynical tax grab that is more greedy than green. The proposals are another body blow for families already struggling under the weight of high fuel prices and record tax bills."

The AA is now calling on the Government to be more open about the impact of the proposed changes and for the Treasury to publish full details of which vehicles will pay more on its website.

Edmund King, the President of the AA, said last night: "We have said to the Treasury at the very highest levels that there is so much confusion and mis-information about these changes that they should just publish all the information in plain English. It is still incredibly difficult to work out the implications and we need much greater transparency."

The Treasury insists that it has not misled the public and that cars bought before 2001 are not included in the reform package which ministers are referring to when claiming most motorists are not worse off.

A spokesman said: "As we have made clear, pre-2001 cars are not included in the reforms. We set out the position very clearly in the Budget, and have repeatedly said that under the new VED bands a majority of motorists will either pay less or the same in real terms.

"Rates for pre-2001 cars will continue to be based on engine size."

Drivers 'don't trust' road taxes

MPs say a new consensus is needed on tackling congestion

Motoring taxes have been handled so badly that drivers no longer trust what ministers say the charges pay for, an MPs' report says.

Inconsistency over justification for green taxes "tarnished their image", according to the transport committee.

Ministers should also abandon the link between unpopular congestion charge schemes and transport funding, it adds.

The government said billions had been spent on public transport and it was committed to improving travel options.

The cross-party committee concluded that road users remained "an important source of revenue" but needed to be treated "fairly and with openness".

'Black hole'

For the Conservatives, Theresa Villiers said: "This report is further evidence of the mess Labour have made of motoring taxes.

"Their attempts at disguising retrospective car tax hikes as green taxes has backfired. Dressing up revenue raisers designed to plug the enormous black hole in Gordon Brown's public finances as green taxes fools no one and leaves road users aggrieved."

Voluntary road pricing schemes - such as allowing drivers to pay charges related to distance, time or congestion instead of car tax or fuel duty - could be an option, the committee suggested.

They said drivers needed "clearer signals" about how their taxes were being spent to reduce congestion and pollution.

The report said: "Fuel duty has been presented, at different times, as a tool to reduce carbon emissions, a source of general revenue, and a means to fund transport investment.

"We are concerned that motorists are mistrustful of the government regarding taxes."

Chairman Louise Ellman added: "The government handled a phased set of increases to Vehicle Excise Duty (car tax) so badly they tarnished the image of environmental taxes."

Taxing drivers according to how much they use their cars remained the fairest method but the amount raised could be limited by the economic climate, she said.

大津市の国道１６１号湖西道路の沿線住民たちが１０月１６日、騒音、振動対策を求める要望書を前原誠司国土交通相あてに提出した。湖西道路は４年前に無料化して以降、交通量が激増しており、住民らは騒音と振動を無料化前の状態に戻す対策を講じるよう求めた。

仰木雄琴ＩＣの北にある仰木の里、仰木の里東などの湖西道路沿線の約６０人。「湖西道路の騒音対策を求める仰木の里住民の会」（大村章代表）を作り、同日、メンバーらが国土交通省滋賀国道事務所（同市）に要望した。

要望書では「大型トラックの交通量が増えて騒音、振動が激しく、安眠が脅かされているのに、国交省は抜本的な対策をしてこなかった」とし、遮音壁設置などの対策を求めている。

国道事務所によると、有料だった０５年７月２５日の付近の交通量は１日約９６００台。無料化した同８月１日は２・８倍の同約２万６６００台と激増。大型車は５・５倍になったという。騒音は、同地域の環境基準（６５～７０デシベル以下）の範囲内だった。

住民の１人は、「騒音は環境基準内というが、数字は平準化したもの。ピーク時はそんなものではない。振動で窓ガラスが揺れ、未明に跳び起きることもある」と話した。
