根室本線では唯一4年連続で廃駅が実施されており、2016年3月26日ダイヤ改正では花咲、2017年3月4日ダイヤ改正では上厚内、島ノ下、稲士別の3駅、2018年3月17日ダイヤ改正では羽帯が廃止された。 今回の2019年3月16日ダイヤ改正を以て廃止されるのは、根室市の初田牛と釧路市(旧音別町)は直別と尺別の3駅となっており、全道で根室本線のみとなっている。 初田牛は厚床の東隣の駅だが、特定日乗車人員が0.2人となっており、花咲線最低となっている。このことから現在快速はなさき・ノサップ以外でも普通列車で1日1往復の通過列車が設定されておいる。こちらは周辺に路線バスは運転されておらず、代替はされないものと思われる。 また直別と尺別は、ともに利用者数10人未満と少ない。この付近を走るバスもなく、新たにバス導入が検討されているようだ。ただ旧音別町内の路線バスはくしろバス白糠線(釧路～白糠～音別)しかなく、音別駅から北に延びるくしろバス音別線は2018年3月を以て廃止され、スクールバスと患者輸送バスに変更された。ともなると、直別～音別間にスクールバスなどを運転して代替する可能性が高いと思われる。 これにより、2016年以降根室本線の廃止駅は8つにも上り、単独トップとなった。 2. 夕張支線廃止に向け特急「スーパーおおぞら」増停車へ また今回の2019年3月16日JR北海道ダイヤ改正では、石勝線特急「スーパーおおぞら」の増停車が実施される。 増停車するのは石勝線追分と新夕張で、新夕張については2019年4月1日の石勝線新夕張〜夕張間廃止と引き換えに新夕張を結節点とした夕張市街地へのアクセスを向上する目的で行われている。 これにより、追分・新夕張を通過する石勝線特急は、下り(帯広・釧路方面)は特急「スーパーおおぞら5号」の1本のみに、上り(札幌方面)も3本のみとなる。 このほかに、トマム停車が恒常化していた特急「スーパーおおぞら4号」のトマム停車が定期化し、全ての石勝線特急「スーパーおおぞら」「スーパーとかち」がトマムに停車することとなった。 これらの増停車により、特急「スーパーおおぞら1号」は札幌7時00分発から6時57分発へ3分繰り上がることとなった。またトマム停車が定期化した特急「スーパーおおぞら4号」は釧路→帯広間で所要時間が延び、釧路8時23分発から8時20分発へ3分繰り上がることとなった。そのほか、特急「スーパーとかち4号」の帯広発時刻が8時47分発から8時48分発に1分繰り下がることとなった。 3. 特急「スーパーおおぞら」増停車で普通列車大幅削減へ また特急「スーパーおおぞら」の追分・新夕張増停車に合わせ、石勝線追分～新夕張間の普通列車を10本から5本に半減させる。2019年3月31日の運転を以て石勝線新夕張～夕張間が廃止となるが、そのアクセスルートを減らして特急誘導を図るというのは、非地元住民の葬式鉄から特急料金を巻き上げようとする戦略なのだろう。 ではどの普通列車が削減されるのだろう。今回の特急「スーパーおおぞら」の追分・新夕張増停車時間帯を見ると、昼間の普通列車運転時間帯に1往復ずつ増停車しているほか、朝の新夕張方面にも設定されており、この周辺3本は削減されそうだ。ともなると新夕張7時32分発と17時10分発の千歳行き、及び千歳14時27分発の普通列車が削減されそうだ。 またさらに2本追加で削減されるが、おそらく特急「スーパーとかち」と近接している千歳10時38分発と新夕張13時03分発の列車の可能性が高いのではないだろうか。 これにより石勝線普通列車の運用本数は、4月1日の夕張支線の廃止と合わせて3運用から2運用に削減でき、老朽化の進むキハ40系を1両削減できるものと思われる。 4. 10円特急券の発券はあるのか ただ、今回の2019年3月16日ダイヤ改正で特急「スーパーおおぞら」が新夕張と追分に追加停車するからといって、さすがに普通列車半減では地元住民も使い勝手が悪い。 石勝線は町境を何度も跨いでいるし、廃止から免れる新夕張は夕張市中心部から15kmも南に離れているので、夕張市から外に出る際にしか使われない。また夕張市中心部から札幌へ向かうには、新さっぽろへの急行バスを4往復、普通バスを3往復運転している夕張鉄道バスも使用することができ、新さっぽろまで1,510円で利用できる。JR北海道の運賃が札幌～新夕張間で1,640円、札幌～清水沢間で1,840円、札幌～鹿ノ谷・夕張間で2,160円かかることを考えると、安く済む。JR北海道の場合特急利用の場合さらに料金がかかり、自由席でも1,130円かかってしまう。特急「スーパーおおぞら」「スーパーとかち」は札幌～新夕張間を1時間10分程度で結ぶが、夕張鉄道バスも急行便なら1時間30分程度で結べてしまうので、夕張市から札幌への移動はバスの方が有利なようだ。 そのため高校生以外の地域利用は少ないように思うが、宗谷本線特急「宗谷」「サロベツ」で行われている、中川町・幌延町・豊富町住民が+10円で特急列車を利用できる制度を新夕張発着の夕張市民向けに導入するのではないだろうか。 そもそも10円特急券はどのような場合に発売対象としているのか。2016年3月26日ダイヤ改正では全道で79本の列車が削減または短縮となった。宗谷本線も対象になったが、普通列車が大きく減便され音威子府以北では普通列車が最大7本しか運転されなくなったたために昼間に利用できる稚内行き列車が消滅してしまった。このことから沿線のうち音威子府以北の3町がJR北海道に要請し、実現したものである。石勝線追分～新夕張間を運転する列車は5本となり、宗谷本線音威子府以北と比べて本数が少ないことから、適用となりうる。 ただ宗谷本線の場合、特急「宗谷」「サロベツ」ともに名寄以北での利用が少なく10円特急券で空席を埋める役割もあるのに対し、石勝線は特急「スーパーおおぞら」は札幌～帯広で特に混んでいることから、かえって混雑に拍車をかけてしまう。特急「スーパーとかち」ではえきねっとなどで割引特急券などを発売しているが、今回のダイヤ改正で特急「スーパーおおぞら」の増停車を実施ししかも普通列車を減便するとなると、普通列車代替の特急「スーパーおおぞら」も10円特急券の適用にせざるを得ないだろう。 ただ、そうなった場合占冠村民はどうなるのだろう。現在占冠村民が札幌に出るには石勝線を使うのが一番早いが、特急料金がかかる。特急料金なしで移動する場合には、新夕張までの普通車自由席利用であれば特急料金が不要になる特例が設けられているため、新夕張まで特急「スーパーとかち」利用の後、石勝線普通列車に乗り継ぎ、千歳で快速エアポートに乗り換えればよかった。しかし今回のダイヤ改正で占冠を通過する特急「スーパーおおぞら」が追分・新夕張に追加停車することにより石勝線普通列車が大減便するとなると、占冠村への鉄道アクセスが低下するのは間違いない。ともなると、もし夕張市民向けに10円特急券を発売するのであれば、占冠村民向けにも発売すべきではないだろうか。 また、2016年3月26日ダイヤ改正で石勝線でも東追分と十三里の2駅を廃止したことから、追分～新夕張間の途中駅は川端と滝ノ上の2駅しかない。JR九州日豊本線佐伯～延岡間のように途中駅が多くあり都市の間にあまり人が住んでいないのであれば普通列車を細々と運転する必要があるかのしれないが、そのあまり人が住んでいない駅にも停車する特急「スーパーとかち」の場合、もはや川端や滝ノ上にも停車させて地元住民用10円特急券を発券して追分や南千歳まで向かえるようにし、さらに普通列車を減便させるのはおかしくはないように思う。
