The third annual national school achievement tests show that Japanese children have basic scholastic knowledge but have difficulty applying it to practical use.
The Education Ministry conducted the tests earlier this year, covering about 2.4 million children - sixth grade elementary school pupils and third-year junior high students.
Basic knowledge and application skills were tested in Japanese language and mathematics.
The average percentage of students who gave correct answers was up three to 13 points from last year in all but two of the eight tests.
But students scored lower in questions that measured their ability to put their knowledge to practical use - a trend shown in the previous two years.
The Ministry concludes that many students find it difficult to use information to express their own ideas.

第３回全国学力テストの結果、日本の子どもたちは基礎的な学力はあるものの、その知識を日常生活の中で活用することに課題があることがわかりました。
この学力テストは、文部科学省が今年の春、小学６年生と中学３年生のおよそ２４０万人を対象に行ったもので、国語と算数・数学の基礎的な学力と、それを活用する能力を調べました。
正答率の平均は、８つのテストのうち２つを除き、去年より３ポイントから１３ポイント高くなりました。
しかし、知識の活用力を問う問題については点数が下がっており、過去２年間と同じ傾向となっています。
文部科学省は、多くの生徒は情報を活用して自分自身の考えを表現することが不得意だ、と分析しています。
