The UN Security Council has adopted a non-binding presidential statement condemning North Korea's recent rocket launch.
The statement, submitted by the council's five permanent members and Japan, won unanimous support from its 15 members.
The statement does not specify whether North Korea launched a missile or a satellite.
Nevertheless, it condemns the April 5th launch, calling it a contravention of a 2006 Security Council resolution banning North Korea from ballistic missile activities.
The statement demands that North Korea refrain from launching further rockets.
It also says the Security Council's committee on sanctions will list groups that are subject to asset freezes by April 24th.

国連の安全保障理事会は、先ごろの北朝鮮によるロケットの発射を非難する議長声明（拘束力のない）を採択しました。
この議長声明は、安保理の５つの常任理事国と日本が提出し、１５の理事国全てが同意したものです。
議長声明では、北朝鮮によって発射されたものがミサイルか人工衛星かは明記していませんが、北朝鮮の弾道ミサイルに関する活動を禁じている２００６年の安保理決議に「違反する」として、４月５日に行われた発射を「非難する」としています。
さらに北朝鮮が再び発射しないように「要求する」としたうえで、安保理制裁委員会が、資産凍結の対象となる団体を４月２４日までに指定するとしています。

Holiday congestion is easing at Japan's airports, but health authorities say they will remain vigilant against flu infections .
Over the weekend, thousands of travelers returned from their spring vacations abroad.
Quarantine officials are carrying out special health checks at Japan's three major airports, including Narita, near Tokyo.
Inspection teams screen all passengers before they disembark planes arriving from Mexico, Canada and the United States.
They also distribute questionnaires to all arrivals from abroad.
International airports were crowded over the weekend with travelers returning from their annual spring holidays.
The Health Ministry sent more than 200 additional inspectors to quarantine offices at airports during the vacation period.
Although the holidays ended on Sunday, the Ministry continues to deploy an additional 160 inspectors to keep up its flu surveillance .

東京近郊の成田空港をはじめとする日本の３つの主要空港で、検疫官が特別の健康調査を実施しています。検査チームは、メキシコ、カナダ、米国から到着する便を対象に、乗客が飛行機を降りる前の「機内検疫」を行うとともに、海外から到着した人すべてに質問票を配っています。
週末にかけて、大型連休から帰国した旅行客で国際空港が混雑していたことから、厚生労働省は、連休中の空港の検疫所に２００人を超える応援の職員を派遣していました。
連休は日曜日に終わりましたが、厚生労働省は引き続き１６０人の職員を派遣してインフルエンザへの警戒を続けることにしています。

Japan's mediator to the war in Sri Lanka says he will not support calls from Britain and France to take up the issue at the UN Security Council . He says the most urgent task is safety for the trapped civilians .
Japan's envoy , former UN Under-Secretary-General Yasushi Akashi, was speaking at a news conference on Tuesday.
Akashi called on warring parties in Sri Lanka to put utmost priority on providing safety for 50 thousand citizens caught by Tamil separatists .
In Sri Lanka's civil war , the Liberation Tigers of Tamil Ealam are using citizens as human shields as government forces step up their offensive in the northeastern part of the country.
Akashi said the Japanese government is maintaining a cautious stance about taking up the issue at the UN Security Council.
Akashi said he and Sri Lankan President Mahinda Rajapaksa talked about acceptable compromises for the warring parties during their meeting earlier this month.

The first solar eclipse to be visible from Japan in 46 years is fast approaching .
To prepare for the rare moment, about 400 novice astronomers attended a seminar in Tokyo on Sunday.
The event was organized by the Solar Eclipse Information Center. The lectures included advice on how to observe the eclipse without damaging eyesight .
The seminar was so crowded that some people couldn't find seats, an indication of the high level of interest among the public .
The total eclipse will be observed on July 22nd in some parts of Asia. In the Tokara Islands in Kagoshima Prefecture, southern Japan, it will last more than 6 minutes ―the longest anywhere on the globe this century. A partial eclipse will be visible in other parts of the country.

日本の南部、鹿児島県のトカラ列島では、皆既日食が６分あまり ―今世紀、地球上で観測できる最長時間― 続きます。
部分日食は、国内のほかの地域でも見ることができます。
The leader of Japan's largest opposition Democratic Party , Ichiro Ozawa, has announced his intention to resign as party leader.

"In order to unify the party ... towards the next Lower House election, so that we can win in that election and also gain power, we wanted to strengthen the unity of the party. Therefore I have decided that I will step down from the party leadership."
Ozawa called for party unity ahead of the upcoming Lower House election , as well as public support to take power from the Liberal Democratic Party.
He said the new party leader will be elected after the supplementary budget is discussed by the Lower House, so as not to affect people's lives. He said he will continue to pursue a change of government as a party member.
Ozawa has been under strong criticism over a political donation scandal that resulted in the arrest of one of his close aides .
Ozawa has told executives of his party that he does not want the scandal to negatively affect the upcoming Lower House election.

Leaders from the United States and Russia have agreed to accelerate talks on a new nuclear disarmament treaty .

"Our leadership in the area of arms control and non-proliferation is of such profound global concern that that is at the top of the list."
U.S. Secretary of State Hillary Clinton and Russian Foreign Minister Sergei Lavrov met in Washington on Thursday. Clinton said the two countries agreed to promote arms reduction talks.
The 1991 Strategic Arms Reduction Treaty, or START 1, expires at the end of this year.
Foreign Minister Lavrov said he agrees with Clinton, and (that) the talks are important in laying the groundwork for a July summit between Russian President Dmitry Medvedev and U.S. President Barack Obama in Moscow.
But Lavrov added (that) the two countries should also discuss Russian concerns over a U.S. missile defense deployment in Europe.

Astronauts on the U.S. space shuttle Atlantis, on a mission to repair the Hubble Space Telescope , have successfully pulled off the most difficult part of their job.
Two astronauts went on the mission's third spacewalk on Saturday to replace faulty computer circuit boards in the Hubble's Advanced Camera for Surveys. The camera had been impaired since 2007, when its electronics shorted out .
The spacewalkers carefully opened 36 tiny screws on the camera, and took out the circuit boards. Special tools had to be developed for the repair work, as the advanced camera was never meant to be repaired in space.
The Atlantis team will install a new spectrograph on the space telescope, which is expected to involve another round of intricate work.

「ハッブル宇宙望遠鏡」の補修作業に就いている米スペースシャトル「アトランティス」の宇宙飛行士は、今回の作業で最も難しい工程を行い成功させました。
２人の宇宙飛行士は、土曜日に３回目となる船外活動を行い、ハッブル宇宙望遠鏡に取り付けられたACS（掃天観測用高性能カメラ）の故障したコンピューター回路基板を交換しました。
２００７年以降、このカメラは電子系統の異常により十分に機能していませんでした。
船外活動を行う宇宙飛行士は、カメラの小さいネジ３６本を慎重に抜いてゆき、回路基板を取り出しました。ACSは宇宙空間での修理を想定した構造になっておらず、今回、特別な工具が補修作業用に開発されたということです。
今後、スペースシャトル「アトランティス」のチームは、ハッブル宇宙望遠鏡の分光器の修理作業に入る予定で、再度、複雑な作業に取り組むこととなります。

Japanese Foreign Minister Hirofumi Nakasone has urged Myanmar's military government to ensure that Aung San Suu Kyi is treated humanely .
Nakasone spoke with Myanmar counterpart Nyan Win over the phone on Monday. Nakasone said Japan is deeply concerned about her indictment . He also said (that) how Myanmar deals with the situation greatly affects other countries' assessment of the country's general election , and its path to democracy. The election will be held next year.
Nyan Win responded that his government is acting in line with the law. He added that the ruling and the sentence , if any, would be decided by the court .

日本の中曽根弘文外務大臣は、ミャンマーの軍事政権に対して、アウン・サン・スー・チーさんに対する人道的な扱いを保証するよう求めました。
中曽根外相は、ミャンマーのニヤン・ウイン外相と月曜日に電話で会談しました。中曽根外相は、スー・チーさんの起訴を日本は深く懸念しているとのべ、ミャンマー（政府）の対応の如何によっては、来年に予定している総選挙や民主化への道筋に対する各国の評価に大きな影響を与えることになると伝えました。
これに対してニヤン・ウイン外相は、ミャンマー政府は法律に則って対処していると答え、判決で何らかの刑が言い渡されるとすれば、それは裁判所が決定することだと語りました。

A university for the hearing and visually disabled will establish Japan's first graduate school.
Tsukuba University of Technology is the only higher education institute in the country designed for the disabled. It opened in Tsukuba city, north of Tokyo, as a two-year college and later became a four-year university in 2005. With the institution about to award its first bachelor's degrees next March, it has decided to add a graduate school offering two master's programs. One will be for the study of health sciences such as physical therapy, and the other will be in industrial technologies such as mechanical or electronic engineering.
The institution will apply for government approval this month. If granted, it would be the world's third graduate school for the disabled.

大学側は、今月中にも政府に認可の申請をする予定で、認められれば、世界で３校目の障害者専門の大学院となります。

Japan's lay judge system, allowing ordinary citizens to serve as judges in criminal court trials, comes into effect on Thursday. The nation's first trial using the new system is expected to begin as early as late July.
Under the system, six citizens are selected randomly from people aged 20 or older to sit on criminal cases. They will decide with three judges whether the accused is guilty, and how much punishment should be handed down. The judicial system will be applied to murder, robbery and other criminal cases. The courts will begin summoning lay judges in July.
Prime Minister Taro Aso on Wednesday told reporters that the new system has some unknown areas, but he hopes to see good results.
However, 60 percent of respondents to an NHK survey conducted in May called the system unnecessary, and more than 70 percent said they would be reluctant to take part in jury duty.

一般の人が刑事事件の裁判員として加わる、日本の裁判員制度が木曜日に始まりました。新制度による最初の裁判は、早ければ７月下旬に開かれる見込みです。
この制度では、２０歳以上の国民から無作為に選ばれた６人が３人の裁判官とともに刑事事件を審理し、被告の有罪・無罪や量刑を判断することになります。この司法制度は、殺人、強盗などの刑事事件を対象とするもので、７月には裁判員の召喚が始まる見込みです。
水曜日に麻生太郎総理大臣は記者団に対し、新制度にはやってみなければわからない部分があるのは確かだが、効果が出てくることを期待している、と語りました。
一方NHKが５月に行った世論調査では、回答者の６０％がこの制度は必要ないと答え、７０％を超える人が裁判員に参加したくないと回答しています。

A load of reprocessed nuclear fuel has arrived in Japan from France. The fuel is scheduled to be used at three nuclear power plants.
A ship carrying the mixed oxide fuel docked at Chubu Electric Power Company's wharf in Shizuoka Prefecture, central Japan, on Monday morning amid protests by a civic group. A large crane was used to move three containers carrying the fuel from the ship to trailers. The fuel will be transported to Chubu Electric's Hamaoka nuclear power plant. Japan had planned to begin using a mixture of uranium and plutonium extracted from spent nuclear fuel at its nuclear power plants in 1999. But it shelved the plan after revelations that data on the fuel had been falsified.
If preparations proceed smoothly, one of Kyushu Electric Power Company's nuclear reactors in Saga Prefecture will be the country's first to use the recycled fuel.

再処理された核燃料がフランスから日本に到着しました。この燃料は、国内の３つの原子力発電所で使用される予定です。プルサーマル用のプルトニウム・ウラン混合酸化物（MOX）燃料を積んだ船は、市民グループによる抗議の中、月曜日の朝に静岡県の中部電力の専用ふ頭に接岸しました。燃料が入った３つのコンテナは大型クレーンで輸送船からトレーラーに移され、中部電力の浜岡原発に輸送されることになっています。日本では使用済み核燃料から取り出したプルトニウムとウランの混合物の再利用を１９９９年からはじめる予定でしたが、燃料のデータが改ざんされていたことがわかったため、計画は棚上げになっていました。準備が順調に進めば、佐賀県にある九州電力の原子炉の１つで再利用燃料が国内で初めて使われることになります。

A satellite developed by a group of small companies in Osaka, western Japan, has succeeded in taking a picture of itself in orbit around the earth.
The latest photograph shows the satellite and the blue-colored earth in the background. The image was received from the satellite on May 12th.
Logos of the companies and universities that developed the satellite are also visible.
Maido Number 1 was launched in January and has been orbiting about 660 kilometers above the earth's surface. It has been observing lightning and testing a sensor to determine the position of the sun.
A senior official of the development group says the satellite has completed all of its planned experiments, including the photography.
The official says they are happy with the results.

大阪の中小企業などが開発した人工衛星が、地球を周回する軌道上で自らの機体を撮影することに成功しました。
今回、撮影に成功した写真は、青い地球を背景に人工衛星の機体をとらえたもので、５月１２日に画像を人工衛星から受信しました。人工衛星の開発に参加した企業や大学のシンボルマークも見てとれます。
「まいど１号」は１月に打ち上げられて、高度およそ６６０キロの軌道を周回しながら、雷を観測したり、太陽の位置を測定するセンサーの性能実験を行ったりしてきました。
開発グループの幹部は、「衛星は今回の撮影を含め、予定していた実験をすべて終えたが、その成果に満足している」と話しています。
