Japan's first ordinance to restrict smoking at crowded indoor facilities has been issued in Kanagawa Prefecture, south of Tokyo, after a heated controversy between the business sector and non-smoking supporters. Kanagawa Prefecture's assembly approved the ordinance on Tuesday. Starting in April 2010, smoking will be prohibited at facilities including schools, hospitals, public offices, theaters, gyms, department stores and convenience stores in the prefecture. Operators of facilities such as large hotels and inns, restaurants, karaoke parlors and game centers will be required to either ban smoking or provide non-smoking areas. Operators that violate the ordinance will face a fine of about 200 dollars. People who smoke in non-smoking areas will be fined about 20 dollars.

大勢の人が利用する屋内施設での喫煙を規制する全国初の条例が、神奈川県で制定されました。業界と禁煙支持者との激論の末に、神奈川県議会が火曜日に、この条例を可決しました。２０１０年４月からは、県内の学校、病院、官公庁、劇場、体育館、デパートやコンビニエンス・ストアなどの施設では、喫煙が禁止されます。大規模なホテルや旅館、レストラン、カラオケボックスやゲームセンターなどの施設では事業者が、禁煙にするか禁煙エリアを設けるかのいずれかを義務付けられます。条例に違反した事業者には、約２００ドルの罰金が科せられます。禁煙の場所でたばこを吸った人は、約２０ドルの罰金を払うことになります。
