windowsの実行ポリシーを変更

1:デスクトップで Win+R

2:ファイル名を指定して実行＞＞Powershell＞＞Ctrl + Shift + Enter

3:set-executionpolicy remotesigned と入力　＞　 Enter

4:変更してよいかと聞かれるので　ｙ　と入力　＞　 Enter

5:Powershellを閉じる

6:インストールディレクトリーに移動
