電凸したよ。
担当の人がとても丁寧に対応していた。なんの規則かしらんけど応対者氏名は名乗ってもらえなかったけど。
あと、コールが一瞬も鳴らずに応答してるから、通常のオフィス体制ではなくバックアップ体制とってるみたい。
後ろでヒソヒソ笑い（すげー不愉快だった）とか聞こえたから、あっちは係員が皆で聞こえるようにしてるのかもね。
まあそれはあちらさんの勝手だけど。
さて中身。広報ページでの「お約束するものです」というのは条例とセットで定める施行規則を、
今回のＱＡの解釈と一致させるということだそうです。じゃあ、なんで条例本体に書かないのか聞いたら、
「国の法律とか条令はルールのある言い回しになるので盛り込めません。変わりにこういう形で説明したり、施行規則にのせるんです」とのこと。
法文にルールがあるのは解釈のブレを防ぐためなのに、今回はその機能をまったく果たしてないわけで、ここは納得できなかったけど踏み込めず。
条例は議決だけど施行規則は違いますよね？と聞いたら、その通りで知事決定、要するに都側が勝手に決められることだそうな。
じゃあ簡単に変えられるじゃん、という質問には「これだけ騒ぎになってるのにコロコロ変えたら意味がないですから」だと。
うがった見方をすればほとぼりが冷めたら変えるってことだよね。
なんでも「たしかに未来永劫というわけではないですが、社会情勢とかが大きく変化しない限りは変えません」だってさ。
つまり２～３年したら「条例が浸透してきた」とか「オタクは人格障害ｗｗｗという共通理解が醸成された」とか
なんたらの理由をつくって施行規則の改正は可能だね。今回の条例制定だって社会情勢のうんたらって理由なわけだし。
まとめると、「条例通しちまえば、質問回答集なんぞケツを拭く紙にもなりゃしねぇってのによぉ！ﾋｬｯﾊｰ!!」だそうです。
