S RANK
Yosuke Last version he was good but had flaws. This time I feel like Yosuke is definitely the best. He’s still fast, has good normals, and safe pressure, but now he can convert all of his hits into knockdown and mixups. Glide mixup is super fast/pretty much unreactable and naturally deals with B+D pretty well. Also, not only does he have the best DP/fuzzy DP, but he also has one of the best anti-airs, in a game where anti-airs are overall weak. Sukukaja is a top class Awakening Super.
Narukami Top tier two games in a row. His neutral game is actually a little better this game thanks to his air fireballs. He lost sweep > 5D, but his knockdown game is still very good, and he can still run mixup consistently (just not multiple ones off of one knockdown). That being said, he can play an extremely low risk game compared to other characters and still win. Like Yosuke, he has a very, very good anti-air.
Minazuki This is the first character who really takes advantage of weak anti-airs. His neutral game, like the other characters in this class, is very strong. Teleport and 2D deal are easy answers to zoning/full screen neutral. His pressure provides little risk to himself, and command grabs are good against fuzzy jump. His ability to convert 50 meter into damage is very high, and he can steal matches in Awakening off random hits, or random reversals. Most characters, on offense against him, must take caution.
Teddie Most of the new items are really strong, and old items that could be written off as useless/not scary (like Poison Curry) got buffed. His offense is MUCH better this game than last game, and being able to control and coordinate the two sets of items makes him even more threatening than before.
Aigis Well, it’s Aigis. You’re still not reacting to her mixup. Some facets of her pressure are a little less safe, but she gets a trade off of having a higher orgia dash, potentially giving her a stronger mixup. Her orgia gauge lasts significantly longer, so it’s harder to lame her out after she mode changes. Her damage output is just as high as last game, and like Minazuki, her Awakening super can definitely steal rounds from opponents. She still struggles against people who can keep her out in Orgia (specifically, characters that can stop JC), but the damage/mixup more than makes up for it.
Margaret The best console character, IMO. Like Narukami, you can attack in a way that poses little risk to her. Her neutral is amazing – she has tools to deal with mostly anything that’s thrown at her. In Awakening, like the other top characters, her damage output is extremely high. Arguably, her only flaw is on defense, but she does have an invincible S.Hold she can use to escape pressure.

A+ RANK
Akihiko Still has the same strengths as last game. Difficult to anti air because of his low jump/airdash and JC, pretty high damage, good mixup. His knockdown is definitely better – he can control what side he knocks you down into a safe jump, or he can end in Silence. Silence really helps him out – a mixup after you’re Silence can potentially be game. His anti-air is one of the best in the game, and his B+D is quite good too. The only thing really keeping him from being top tier is his lack of range.

Sho The thing he’s lacking, compared to Minazuki, is the full screen neutral game. His mixup (just opening people up with attacks) is fundamentally better than Minazuki, but he has less jump options than he does. He still has the good normals, but knives being a charge move lower his potential from long range. He also is really good against anti-airs.
Ken and Koromaru Ken on his own can’t do much, but Koromaru really opens up a ton of new options. Many characters have trouble dealing with the two in tandem. He can also use 5C/2C (dog tackle/AA) when Koromaru is offscreen. On top of that, Koromaru’s gauge is a lifebar, meaning if you don’t hit him, you can’t disable him. And Ken can also heal the dog (and there are safe ways to do it). The characters he loses to pretty much beat him in neutral.
S.Lab More cards is definitely helpful. Her mixup is “fundamentally” worse, but her knockdown is safe regardless. Titanomachia is still Titanomachia, but the nerfs are appreciated. Like Ken and Koromaru, the characters she struggles against beat her in neutral.
Mitsuru Same amazing neutral game as before. Damage off random hits is slightly lower. Her offense, on the other hand, is MUCH better. She can pick apart an opponent’s defense quite well. However, her knockdown took a hit, both from the system mechanics, and her specific changes. Also, she overall needs more meter to function than last game.
S.Mitsuru Probably the best Shadow. A combination of Mitsuru’s excellent neutral game, Marin Karin to gain meter faster, and very high damage in Berserk. She’s very one-dimensional, but she’s good at what she does. Like the other shadow’s, not having burst and needing to hold meter for Berserk hold her back.
Yukari The easiest way to describe her is anti-zoning. Mahagarula is definitely one of the best Awakening supers. Her pressure is quite good, and her combos end in restand + status effect, making her mixups pretty scary too. On defense, she has it rough – her B+D is decent at best,
Marie Jump C. She has gorilla normals and her offense is good. Her B+D is like Yukiko’s but better (a good thing), and her Awakening Super is amazing. Her ability to add damage to combos is quite good as well. Her neutral game is also really good, but there are a bunch of characters who have very good full screen games, which she struggles against. To be honest, I think she has quite a bit of potential to improve.
S.Naoto Shares Naoto’s strong neutral, but the important thing about this character is that the threat for loss is strong, and always there. It is so important to win the first round against this character. She shares the same problems as Naoto (read: if the character beats her in neutral, it’s a real struggle), but she can always steal a round. Her B+D is quite good as well, and although her Berserk damage seems low, the opponent is poisoned the entire time, and that damage isn’t included with the combo damage.

A- RANK
Rise Neutral is actually simple, but her JB is so good that it beats a lot of anti-airs before the head invul comes through. Her pressure is definitely top class. Her mixup is good, but her unblockable setups still seem mostly gimmicky. She has potential to improve further.
Adachi Top class aerial game, but his ground game is pretty weak. JC and J2D are great moves, and you have to learn how to deal with these moves before you even play against him. His pressure is fine, and his command grab is fast, which again is a good way to deal with fuzzy jump. He’s at his best in Awakening, because that’s when he can go for unblockable setups by buffing his persona. Unlike the other console characters, I don’t see him improving very much.
Chie She got nerfed quite a bit. She’s still fast, has good pressure, and has one of the best moves for crushing anti-airs (JC). Her conversions are still good, but the knockdown she gets overall isn’t as good as last game. She wins a lot because of meteors > God Hand.
S.Chie Maximum power. She has the highest outright damage output in the game.
S.Narukami Same benefits as Narukami, but his meter gain usage is restricted (for Berserk). Her has interesting mixups in Berserk, but his damage output isn’t outrageous. Essentially, his main merit is that he is still Narukami.
S.Yosuke Same idea as S.Narukami. You can burst the AoA that leads into his unblockable reset on reaction, which sucks for him since that’s an important part of his game plan. Again, meter usage is somewhat restricted, and he still can’t burst.

B+ RANK
Junpei He has a pretty good anti-air, and his B+D is all right. The ability to reflect projectiles with the bat helps him out too. That being said, the baseball system really holds him back, and he doesn’t really becoming amazing in Victory Cry, just decent.
Yukiko 2B CH nerf hurts her really bad. Her B+D is still weak as well. Her game relies a lot more on leaving gaps in her neutral to buff herself. The dual fans is nice, but for some characters, it makes it easier for them to gain meter.
Labrys I feel like she has the same fundamental problems as last game – a weak B+D, weak neutral overall, and the axe system in general. JB is good on the merit that AA’s aren’t as good this game, but all of the top tiers can deal with her other neutral tools quite easily. Gears is all right, but again, is still vulnerable to IK.
Elizabeth It feels like she got some much needed buffs, but they weren’t enough. She’s really good in Awakening, and can still steal games/make rounds appear extremely one-sided.
Kanji – His neutral game is still limited. Shoulder Charge is definitely helpful. His pressure is actually better than last game, but he loses the same way.
S.Kanji His Berserk combo is burst safe.
Shadows – Because they don’t have a burst, have to hold meter, and generally don’t get anything too special in Berserk, the Shadows are the weakest (excluding Teddie).
