**概要
-前年の“カタクリスム”と“アフターショック”を受け、1999年にバットマン各誌で展開された連作
--大地震によって壊滅したゴッサムシティに対し、合衆国政府はゴッサムシティの住民を別の都市へと強制退去させ、
--ゴッサムシティそのものを合衆国本土から隔離してしまった
-そんな無法地帯となったゴッサムの一年が描かれる
