Market
Market is probably a bad name for these areas. They are more like job centres, shops, warehouses and markets all rolled into one.
They buy and sell food, jobs, coal, goods, ore and steel to surrounding areas, and to transport such as roads.
In the following example, a residential area is supplying jobs to a market, the market is supplying jobs to the, half built, monument.
NOTE, in this example the residents are not being fed!
The areas are more or less at the extent of their range.
