Born on the 8th of December 1968.

He was the second leader of the sound team jdk, and was mainly in charge of porting sounds to consumer consoles and producing MIDI-related contents.

He joined Nihon Falcom in 1992 with Naoki Kaneda, Masaru Nakajima and Takahiro Tsunashima. In the early days of his career, he was in charge of porting sounds to the Mega CD version of "Popplemeil" and the Mega Drive version of "The Legend of Heroes I and II", which were developed and released by Sega Falcom, a company established through a partnership between Falcom and Sega. He worked on the porting of each title within Sega Falcom as part of his secondment from Falcom. Sega Falcom was dissolved in 1995.

With the rapid spread of Windows and PC/AT compatible machines in Japan, the sound team needed to move from the built-in sound sources of the PC-98 to the MIDI standard. Matsuoka was instrumental in facilitating this transition, planning and producing the "MIDI Collection" series of MIDI material collections. Not only Matsuoka, but also Kaneda, Atsushi Shirakawa and Nakajima participated in the production of the series, helping the sound team to adapt to the Windows era. Furthermore, when Falcom's official website was opened in 1996, the "Falcom MIDI club" page was set up, and various projects such as reviews of the MIDI Collection series, interviews with the sound staff, MIDI file downloads, and stories behind the scenes were carried out. It was a great success. Under Matsuoka's leadership, the MIDI Collection series has been released up to 7 titles, and Falcom MIDI club has been actively communicating with users without neglecting fan service.

He succeeded Mieko Ishikawa, who officially retired from the sound staff in 1997, to become the second leader of the jdk sound team.

During Matsuoka's time, Wave/CD-DA music playback was starting to become mainstream, but he never forgot to allow users to choose between bundling MIDI files or making them installable. As if to see the sound team's mastery of external sound sources, he left Falcom after the complete version of Ys I and II released in 2001. No MIDI files were included in any of the titles after that, and MIDI support was completely discontinued.

Matsuoka was the driving force behind the sound team, but according to one former staff member who left the company, Matsuoka didn't compose much during his time as an employee. After writing a few songs for Legend of Heroes III and Brandish 2, he was no longer on the writing staff. So he hasn't written any songs since the Windows era. He was probably too busy with his duties as mentioned above.

In 2001 he left Falcom, but he had been composing music under the name "Hiroshi Matsumoto", and in 1998 he formed the duo music unit "Rabsaris" with another Falcom employee, female vocalist Low (aka Yuki Mizusawa). Rabsaris was formed in 1998. In the same year, they released their debut album "とじこめたねこ" with guest composer Atsushi Shirakawa (aka Tenmon) was released as an independent production. In those days Falcom tolerated this kind of external activity, and Matsuoka, Shirakawa and Ishibashi participated in the production of some doujin albums, and Makoto Shinkai also produced a short film "彼女と彼女の猫" when he was working for Falcom.

After leaving Falcom, he continued to work as Rabsaris in 2002 on "EARTH" in 2002 and "ココロコバコ" in 2007. 2008 saw the formation of a new unit called "ふぇるまーた" with Momonashi on vocals. Her solo album "ほろほろ" and other albums, and in 2011 she released her best album "ふぇるまーた" in 2011, and in 2009 he also released "もみの木と彼と私" under his own name, Hiro.

Matsuoka also collaborated on the aforementioned "彼女と彼女の猫" by Shinkai, for which Rabsaris is credited. The song that can be heard throughout the film is "ほしのうた" by Rabsaris, and the three-minute version of the film also features the song "On Rainy Day".

As a composer of game music, he is involved in "Gruppo One" established by former Falcom staff such as Takahiro Tsunashima of Sound. In charge of all 20 BGM songs of "風の探索者 〜Grand Slam〜" released in August 2000 with Nabeshima, you can listen to Matsuoka's composition for the first time since the FM sound source era. However, since he was still enrolled in Falcom, he was anonymous and the person in charge of composing each song is unknown (Matsuoka's Tweet, he is in charge of 70% of the total). In fact, when I listened to it, I found that there were indeed two different sounds, one of which was more than the majority, confirming Matsuoka's tweet. The ending theme "Snow White" by Rabsaris, led by Matsuoka, is naturally his song. The song "Valley of Noxious Miasma" is an instrumental arrangement of the ending theme, so it's possible to use this as a starting point to deduce other Matsuoka songs.

The ending theme "Snow White" by Rabsaris was the first time that an active Falcom employee at that time was in charge of composition, arrangement, songwriting, and singing because Low was in charge of lyrics and vocals. It can be said that it is a vocal song of. It was four years ahead of the sky trail "Confession" (vocal song Ver "星の在り処"), which was composed only by Hayato Sonoda.

On 20 October 2015, at the young age of 46, he passed awaydue to stomach cancer.

Matsuoka's achievements during his time at Falcom were not as obvious as his compositions, but he was instrumental in guiding the sound team through the changing times and shaping the course of the future. He is the one who reminds us that sound work is not only about writing music, but also about the work behind the scenes. The open communication between the sound team and the users is also thanks to Matsuoka, who organised the Falcom MIDI club. Without this page we would not have been able to read the interviews with the composers of the Gagab Trilogy. During his time as leader of the club, the sound staff were allowed to promote themselves to a certain extent, and he left us with many clues to guess the composers. The Falcom MIDI club was closed down shortly after Matsuoka left the company. Since then, this kind of communication with users has never been done again.

1992年に金田直樹氏、中島勝氏、綱島隆博氏と共に日本ファルコムへ入社。在籍初期の頃はファルコムとセガの提携によって設立された「セガ・ファルコム」が開発・発売するメガCD版「ぽっぷるメイル」やメガドライブ版「英雄伝説I・II」などへのサウンド移植を担当。その後セガ・ファルコムは1995年に早くも解散。

日本国内においてWindowsとPC/AT互換機の急速な普及に伴いサウンドチームはPC-98などの内蔵音源からMIDI規格へ移行する必要があった。松岡氏はその移行を促進する役割を担いMIDI素材集「MIDI Collection」シリーズを企画・制作。松岡氏だけでなく金田氏や白川氏、中島氏も制作に参加しサウンドチームのWindows時代への適合を促進、手助けした。さらに1996年にファルコムの公式サイトが開設されたのを機に「Falcom MIDI club」ページも立ち上げMIDI Collectionシリーズのレビューや各サウンドスタッフへのインタビュー、MIDIファイルのダウンロード、各裏話など様々な企画をおこない盛り上げていった。松岡氏主導のもとMIDI Collectionシリーズは7作まで発売、Falcom MIDI clubでもユーザーへのファンサービスを怠らず積極的にコミュニケーションを取っていた。

そして松岡氏は1997年にサウンドスタッフから正式引退した石川三恵子氏の後を継いでサウンドチームjdk2代目のリーダーとなる。

松岡氏時代ではWave/CD-DAによる音楽再生が主流になり始めていた頃だがMIDIファイルを同梱したりインストール可能に出来たりとユーザーがどちらかを選択出来ることを忘れなかった。サウンドチームの外部音源への習熟を見届けるかのように2001年発売のイースI・II完全版を最後にファルコムを退社。それ以降の同年発売のツヴァイ!!や翌年のVM JAPANにはMIDIファイルは一切付属せずMIDIサポートは完全に打ち切られた。

そういったサウンドチームの牽引役を務めていた松岡氏だが退社されたとある元スタッフの話によると松岡氏は社員時代はあまり作曲をしていなかったようだ。英雄伝説IIIやブランディッシュ2で数曲作ったあとは作曲スタッフからは外れていたとのこと。なのでWindows時代以降に作った曲もない。恐らく上述したMIDI関連の職務に追われていたのだろう。

実は在籍時から「まつもとひろし(松本泰志)」という名義で作曲活動をおこなっており1998年には同じくファルコム社員の女性Low氏（別名義：みずさわゆうき氏）との二人組音楽ユニット「Rabsaris」を結成。白川篤史（天門名義）氏をゲストコンポーザーとして迎え同年デビューアルバム「とじこめたねこ」を自主制作で発売していた。この頃のファルコムはこういった社外活動は黙認されており松岡氏や白川氏、石橋氏もいくつかの同人アルバムの制作に参加、あの新海誠氏もファルコム社員時代に短編映画「彼女と彼女の猫」を制作していた。

ファルコム退社後もRabsarisとして2002年に「EARTH」、2007年には「ココロコバコ」といった同人アルバムを制作。2008年からはボーカルに桃梨氏を迎え入れた「ふぇるまーた」という新たなユニットも結成。ソロアルバム「ほろほろ」などのアルバムを発売、2011年にはベストアルバム「ふぇるまーた」も発売し、2009年にはhiroという個人名義で「もみの木と彼と私」も発売するなど意欲的な創作活動が続いた。

また松岡氏は前述の新海氏による「彼女と彼女の猫」にも協力しており映画にもRabsarisの名前がクレジットされている。劇中から聴こえてくる歌はRabsarisによる「ほしのうた」、また同作の3分間バージョンには「On Rainy Day」という曲も使用されている。

ゲーム音楽の作曲者としてはサウンドメンバーだった綱島貴博氏といった元ファルコムスタッフたちが設立した「Gruppo One」に関わっている。2000年8月発売「風の探索者 〜Grand Slam〜」のBGM全20曲を鍋島氏とともに担当、FM音源時代以降では初めて松岡氏の作曲を聴くことが出来る。ただしまだファルコム在籍中の参加だったため匿名となっていて曲別の作曲担当は不明だが松岡氏のTwitterによると氏は全体の7割を担当とのこと。実際聴いていくと確かに二種類のサウンドが存在しており、そのうちのひとつは過半数以上を占めているので松岡氏のツイートを裏付けることになる。また松岡氏が率いるRabsarisによるエンディングテーマ「Snow White」は当然松岡氏による曲。「瘴気の谷」という曲がこのエンディングテーマのインストゥルメンタルアレンジになっているのでこれらを起点に他の松岡氏の曲を推測することも十分可能だ。(*1)

ちなみにRabsarisが手掛ける今作のエンディングテーマ「Snow White」はLow氏が作詞とボーカルを担当したことにより当時現役のファルコム社員が作曲・編曲・作詞・歌と全て担当した初めての、さらに言うと今に至るまで唯一無二のボーカル曲と言えるだろう。園田隼人氏が原曲のみを担当した空の軌跡「星の在り処」（編曲は外注の和田耕平氏）より4年先駆けての出来事だった。

2015年10月20日、胃がんのため46歳という若さで亡くなられた。

ファルコム社員時代の松岡氏の業績は作曲という目立ったかたちで現れていないため分かりづらい面があるが時代の変わり目に直面したサウンドチームを導き未来への道筋を形作ったのは氏の尽力あってのもの。サウンドの職務というのは曲を作ることだけじゃない、裏方の仕事も大事だということを改めて教えてくれるメンバーである。またサウンドチームとユーザーとの開かれたコミュニケーションが盛んにおこなわれたのもFalcom MIDI clubを主催した松岡氏のお陰だ。このページがなかったらガガーブトリロジーのそれぞれの作曲者インタビューを読むことは叶わなかっただろう。氏のリーダー時代にはサウンドスタッフが各々をアピールすることもある程度許されていて数々の作曲者推測の手掛かりも残してくれた。そのFalcom MIDI clubは松岡氏が退社されて間もなく閉鎖。以後こういったユーザーとのコミュニケーションは二度とおこなわれなくなった。
