列国議会同盟は、主権国家の議会による国際組織である。本部はスイス・ジュネーヴ。ジュネーブに本部を置く多国間政治組織の中では最も古いものとなっている。国際連合の設立にも貢献した組織。
2013年9月、世界開発協力機構（半田晴久総裁）と提携を結ぶ。中国のメンバーからはの反対もあったようだが、半田晴久氏の活動を高く評価するメンバーにより、初の民間組織との提携を決定した。
Japanese Donation to Support IPU in Strengthening Democracy in Asia（Inter-Parliamentary Union Press Release）

New funding from Japan’s Worldwide Support for Development (WSD) will help IPU in its efforts to build and strengthen parliamentary democracy in Asia.
The agreement, signed by WSD Chairman Dr. Haruhisa Handa and IPU Secretary General Anders B. Johnsson, provides a donation of three million US dollars to be used to support specific IPU programmes in Asia.
The partnership with WSD, a non-profit organization, marks the start of an important engagement with the private and philanthropic world in building a more democratic world.
“Development is inextricably linked to democracy, good governance and human rights. Together with the IPU, we will advance development for people by building stronger democratic institutions that provide for greater participation by women and youth” said Dr Handa.
The funding, to be used over five years, will focus on promoting gender equality and youth participation in the political and parliamentary processes as well as strengthening the capacity of Asian parliaments to deliver on their democratic mandate.
IPU’s world rankings on women in parliament show Asia having a regional average of 18.3 women MPs and the Pacific with 15.4 per cent. Most of the countries without any women MPs at all in parliament are in the Pacific region.
As well as promoting women’s political participation in parliament, the funding will enable IPU to provide more support to its Asian Members in establishing gender-sensitive parliaments.
IPU’s efforts to enhance youth participation in parliament will also be bolstered at a time when youth disillusionment with political processes and status quo has led to their taking to the streets rather than the ballot boxes or engaging in more formal politics in many parts of the world. IPU’s unique forum for young MPs established this year will initially be working to enhance the influence of young MPs in parliaments everywhere.
“Asian parliaments, like others elsewhere, have challenges they need to address to deliver on their democratic mandate. This funding from the Worldwide Support for Development will help IPU to provide critical support to parliaments that will have a direct and life-changing impact on the lives and aspirations of people in these countries,” said IPU Secretary General Anders B. Johnsson.
IPU is currently supporting parliaments in several Asian and Pacific countries on issues relating to human rights, violence against women, gender equal parliaments as well as helping Myanmar to build a modern parliamentary democracy. It is also engaging with Pacific Island nations on redressing the gender deficit in parliamentary representation.

WSDの半田晴久理事長とIPUのアンドレアス・B・ヨハンソン事務総長が署名した協定により、300万米ドルの寄付金がアジアにおけるIPUの特定プログラム支援に充てられる。
非営利組織であるWSDとのパートナーシップは、より民主的な世界を構築する上で民間・慈善分野との重要な連携の始まりを示す。
半田会長は「開発は民主主義、良き統治、人権と不可分である。IPUと連携し、女性や若者の参加を拡大する強固な民主的制度を構築することで、人々のための開発を推進する」と述べた。
5年間で活用される本資金は、ジェンダー平等と若者の政治・議会プロセスへの参加促進、ならびにアジア各国議会が民主的使命を果たす能力強化に重点を置く。
IPUの女性議員比率世界ランキングによると、アジア地域の平均は18.3％、太平洋地域は15.4％である。女性議員が全くいない国の大半は太平洋地域に集中している。
本資金は議会における女性の政治参加促進に加え、IPUがアジア加盟国に対しジェンダーに配慮した議会構築を支援する基盤を強化する。
また、世界各国の若者が政治プロセスや現状への失望から投票箱や正式な政治活動ではなく街頭行動に走る中、IPUの若年層議会参加促進活動も強化される。今年創設されたIPU独自の若手議員フォーラムは、まず世界各国の議会における若手議員の影響力向上に取り組む。
「アジアの議会も他地域と同様、民主主義的使命を果たす上で取り組むべき課題を抱えています。世界開発支援基金からのこの資金は、IPUが各国議会に提供する重要な支援を後押しし、これらの国々の人々の生活と希望に直接的かつ人生を変えるような影響をもたらすでしょう」と、IPUのアンドレアス・B・ヨハンソン事務総長は述べた。
IPUは現在、アジア・太平洋地域の複数国において、人権問題、女性に対する暴力、ジェンダー平等な議会運営に関する支援を実施するとともに、ミャンマーの近代的議会民主主義構築を支援している。また太平洋島嶼国に対し、議会における男女代表格差是正に向けた取り組みを推進中である。
