Why must everything turn into a conspiracy theory? You mean they took time out of a rescue mission to take a US flag draped body from what appears to be a hearse and placed that body into an ambulance? While EMTs & a few other people watched and saluted? Who was this person?

2-It's a distraction for some reason we don't yet know.
